I think it's new and the formula looks good, especially since the dosages seem correct, which is rare for formulas:

I recently started running a stack similar to it, only difference is I don't have Pramiracetam, and I'm using Alpha-GPC instead of CDP-Choline. I must say, it's been pretty good and consistent. I'll continue to dose it, and switch to CDP-Choline when I'm out of Alpha-GPC.

Their formula (stim-free):

3g Piracetam
500mg ALCAR
250mg CDP-Choline
1.2g EPA/DHA
200mg Magnesium
200mg L-Theanine
350mg L-Tyrosine

and an optional booster: 300mg Pramiracetam

I'm planning to start up with it in the next couple of weeks, building my own stack same as you, because 1) Trubrain doesn't deliver outside the US, and 2) I can't afford to pay for a year's supply in advance anyway.

There's some discrepancy between amounts of some of the ingredients listed on the website and what's been said in other forums.  Dr Andrew Hill in a recent interview somewhere said they use 2.4g of piracetam with an initial 10-day attack dose of 4.8g.  That makes sense as piracetam typically comes in 1.2g caplets.

The Pramiracetam iirc is for use up to 4x per month.  I'd like to play around with it but as I don't live a very high-stress/responsibility lifestyle, I'm not sure I'd be able to tell if it was helping out particularly.

Anyway, I have just about all the ingredients to get started, just have to get some decent choline (I have 1000mg Choline Bitartrate capsules but I'm not sure I even want to mess around with that) ALCAR and Tyrosine.  I have magnesium glycinate (they use a blend of glycinate/lycinate), and for EPA/DHA, I've been taking 1g of SKO daily already, not sure if that's an adequate substitute for fish oil but I can't see why not.

It looks promising.  I'll post something when I have a couple weeks of use under my belt.

If you're on reddit, hopefully you saw this:

Seems like a solid product. It's basically an advanced "nootropic stack", preformulated with dosages and packaged into daily doses, removing alot of the hassle of ordering things from several suppliers and having to create your own stack.

Ah, thanks for providing that link. That was actually the link I originally intended to supply, I must have accidentally linked a different one (which is featured in your link, anyways).
